Jeffrey A. Rosenheck

Founder & CEO

Jeff Rosenheck, a lifelong resident of Pine City, NY serves as the founder and CEO of Lifesaving Outreach Services.  Jeff holds an AOS in Fire Protection Technology from Corning Community College, a BA in Education from Lycoming College and a MS in Emergency Management from Elmira College.  Jeff also holds a PA and NY EMT card, his PA DOH Instructor certification, and is a certified Fire Instructor for the Pennsylvania State Fire Academy.  Jeff also holds teaching certifications in secondary education in both NY and PA and holds instructor credentials with ASHI, AHA, NAEMT, and McNeil and Company.

Jeff has extensive history in emergency services, including more than 15 years as a firefighter and EMT, having served as volunteer fire Captain and EMS Chief.  He has also held positions as a 911 dispatcher, county Emergency Management Coordinator, County Training Coordinator, College Professor and EMS Instructor, 911 Training Coordinator, and hospital Emergency Preparedness Coordinator.  Jeff also holds his County Professional Emergency Manager certificate from PEMA, and holds ProBoard certifications in Vehicle Rescue and Hazardous Materials.

When not teaching, Jeff enjoys skiing, boating, traveling, hiking and related activities.  Jeff loves tying his passions of education and emergency services together each day.  He resides with his son, Calvin.

Jessica Sheets

Instructor/COO

Jessica is a CPR Instructor and Emergency Medical Technician with six years of frontline pre-hospital experience. Throughout her EMT career, Jess has responded to a wide range of medical emergencies, gaining firsthand knowledge of how critical, timely effective CPR can be in saving lives. This real-world experience shapes her teaching approach, allowing her to provide practical insights, realistic scenarios, and hands-on guidance that prepare students for true emergency situations.

As a certified CPR instructor, Jess is passionate about empowering others with the skills and confidence needed to act quickly in life-threatening moments. She has taught students from diverse backgrounds—including healthcare workers, first responders, educators and community members, always emphasizing clear communication, proper technique, and evidence-based practices.

Shawn Packard

Instructor/website admin.

Shawn has been an active Nationally Registered/Certified Paramedic since 2011, prior that he was in law enforcement at various locations in the state of Pennsylvania for over 18 years. Shawn holds a Bachelors in Criminal Justice Administration with a minor in Psychology, Certificate in Paramedicine and holds state paramedic licensure in PA, NY & FL. Along with this he is also a ProBoard Level 1 Fire/EMS instructor and NAEMT instructor as well.

In his free time, he likes spending time with his daughters, three grandchildren and his two labs.

Cody Berry

Instructor

Cody came to LOS in 2025 as a new instructor with more than 15 years in the fire service.  Cody became an instructor because he wanted to broaden his skills as a first responder and use his experiences to help others.  While not teaching, Cody enjoys hunting, and enjoying time at the family cabin along with his fiancee and two children.  Cody has served numerous roles in his local fire service including Lieutenant, Assistant Treasurer, and Bingo Chair and is currently also a member of the local ambulance and QRS services.  In his free time, Cody also races Motocross and uses his EMS skills 

Cody presently lives in Gillett with his fiancee of seven years and two children.  Cody is employed full time in the gas and oil industry, and does some part time construction work.  Cody is an asset to Lifesaving Outreach Services and the community.

ALLEN MATHEWS

Instructor

With over 25 years of experience in Fire and EMS, Allen Mathews brings a lifetime of real-world emergency knowledge to every CPR class he teaches. His career began in 2000, when he first entered the Fire/EMS field, and since then he has dedicated himself to serving his community through emergency medical care, rescue operations, and public safety education.

Allen’s passion for teaching CPR comes from years of responding to critical incidents where quick, confident action made all the difference. He believes that everyone—not just first responders—should have the skills and confidence to save a life. His teaching style is clear, hands-on, and encouraging, making even first-time learners feel capable and prepared.

Through his CPR instruction, Allen is committed to passing on his knowledge, strengthening his community, and empowering others to take action when it matters most.

Chris Sheets

Instructor

Christopher is a seasoned CPR Instructor with more than 20 years of firefighting experience, bringing a deep, real-world understanding of emergency response to every class. Throughout a distinguished fire service career, Chris has responded to countless medical emergencies, giving him firsthand insight into the lifesaving impact of high-quality CPR, AED use, and effective first aid. This experience shapes his training style, making it practical, scenario-based, and grounded in what truly works in the field.

Dr. Constance Sweet

Instructor

Dr. Sweet is a Family Physician and CPR Instructor with a broad and comprehensive background in emergency and clinical care. With training and experience across Emergency Medicine, Obstetrics, Hospice care, and pre-hospital settings, Dr. Sweet brings a unique, multidisciplinary perspective to lifesaving education. Her hands-on experience in high-pressure, time-sensitive situations allows her to translate complex medical concepts into clear, practical skills that students can confidently apply in real emergencies.
Certified in both Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS), Dr. Sweet is committed to delivering evidence-based instruction that meets current medical standards. Her teaching style emphasizes clarity, compassion, and real-world application—ensuring that each participant not only learns the techniques, but understands the critical thinking required to respond effectively in a crisis.

Lakota Cummings

Instructor

Lakota is a first generation Firefighter and EMT. He has served in the Fire and EMS service for almost 12 years and has held the position of Ambulance Captain, Assistant EMS Chief, as well as EMS Chief. He happily married to my beautiful wife Venessa and we have three wonderfully amazing boys; Bryson, Henley, and Maverick.  Lakota is currently working as a Licensed Practical Nurse as well as finishing a degree in Occupational Safety and Health and getting ready to start his journey into Paramedic school.  He enjoy hunting, fishing, flying airplanes (yes, real airplanes), spending time with his family, and also instructing and teaching others new things. Teaching has always been a passion for Lakota and he looks forward to being able to utilize this passion with Lifesaving Outreach Services.

Sara Moore

Instructor

Sara Moore is a paramedic and instructional designer based in Watkins Glen, NY, with a career
that blends high-acuity emergency medical care and thoughtful, learner-centered education. After
almost more than two decades responding to critical calls and coordinating complex patient care,
she now combines her field experience with a strong background in curriculum development to
create engaging, practical training for adult learners. Previously, Sara led EMS education
programs and served as a paramedic program director, overseeing accreditation, developing
hands-on scenarios, and shaping inclusive learning environments. She continues to present at
regional and state EMS conferences and has authored several articles on pediatric emergencies,
toxicology, and prehospital care. Sara holds a master’s degree in education and is completing

her MBA at Houghton University.

Shelby Secrist

Instructor

Shelby is a Pennsylvania and New York–certified Paramedic with nearly a decade of experience in EMS, entering her first year as a CPR & First Aid Instructor with L.O.S. She’s known in the field for her sharp instincts and her ability to step in, assess rapidly, and take decisive action when it counts. Her background also includes experience across long-term care, short-term rehabilitation, allied health support and clinical support roles in the ICU, and home health, giving her a broad, patient-centered perspective on care across settings. Shelby has been actively involved in community outreach, including school career days, hands-on demonstrations, and the development of a junior member program intended to introduce youth to multiple healthcare career paths while building foundational EMS knowledge. She believes confidence is just as critical as technique in an emergency. Shelby focuses on reassuring students that they don’t need to be perfect to make a difference, and that sometimes the bravest, most lifesaving action is simply choosing to act, even if they’re doing it scared.
